Program Manager Services for Government Department in
Media/PR/Branding and Event Management
(9-month contract)
A Government department of the HKSAR is seeking a Program Manager for its office (9 month contract) in relation to Media/PR/Branding/Event Management
Responsibilities
- Overseeing relationships with advertising agencies, media firms, and creative vendors to produce marketing materials and business events, ensuring alignment with the Department’s goals and quality standards;
- Managing the creation of traditional media articles, long/short videos, social media posts, and exhibition materials to promote the Department’s role in Hong Kong’s technology and innovation ecosystem;
- Developing and executing marketing campaigns targeting mainland and international strategic enterprises, emphasizing Hong Kong’s hub status, investment opportunities and advantages for tech business;
- Leveraging expertise in new media platforms (e.g., LinkedIn, WeChat, Xiaohongshu) to drive engagement, ensuring rapid content release (within 12 hours post-event) and diverse formats (articles, videos, case studies);
- Tracking campaign performance and vendor deliverables, reporting to senior management; and
- To perform any other duties as required and as assigned by the Department’s directorate officers, and conducting visits as needed.
Requirements
- minimum ten years of full-time work experience related to marketing, public relations and event management, technology industry knowledge, project management, business administration, public affairs, account management and/or marketing. At least five of those years should be in a leadership role;
- proven track record in overseeing agency vendors to produce high-quality content and organise professional-grade events;
- solid experience in branding, content development, social media strategy, digital marketing, and the design and execution of engagement programs that deliver measurable outcomes;
- well-established networks across universities, R&D institutions, venture capital and private equity firms, family offices, professional services firms, industry and trade associations, and corporate entities, etc. is preferred;
- Bachelor’s degree or equivalent in business administration, economics, finance, international marketing or a related discipline. Advanced degree(s) and/or professional qualification(s) are highly desirable;
- strong business sense and solid commercial knowledge, and strong management capabilities, good communication and storytelling skills;
- an international perspective with a solid understanding of the Chinese Mainland and Hong Kong business environment, Hong Kong’s unique role and contributions to the national policies;
- fluency in spoken English, Cantonese and Putonghua, along with strong writing proficiency in both English and Chinese;
- excellent interpersonal and communication skills;
- able to work under pressure and have a strong sense of responsibility as well as ability to work independently;
- should be honest, responsible and have no previous criminal record; and
- Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.
